Windows 10: the settings app wont open on windows 10 Version 1803 (OS Build 17134.165)

Hi, so ive been triying for two days now to open my settings window(or App, cause apearently it is one

) and keep getting the same message,


I have tried the refresh option that the "THIS APP WONT OPEN,,theres a problem with your settings) banner brought with it.


i am on full Administrative mode, and have now tried : DSKCHK (took 3 hours)

ran alot of powershell solutions such as this:


PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage *immersivecontrolpanel*).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"


Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml” -Verbose}

among others ,,,, did the sfc /scannow but it stops at 16% !!!!


.......And still no settings window... or App could use some help here please...Thank You

Should stay Version 1803 build 17133.1 or Go Version 1803 build 17134¿

A serious bug was found in Windows 10 17133 forcing Microsoft to discard it and replace it with Windows 10 build 17134.

You will have to upgrade to it, since Microsoft will not be supporting build 17133 with updates.

 

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
