Windows 10: "The sign in process couldn't display security & sign in options when control- alt- delete...

This has been a once random, but now once or twice a day problem. When it happens, I've tried Control-ALT-DEL to try to gain control of the desktop, as everything is not responding, and the mouse and keyboard are locked out as well. However, if I just let it be, within 15 minutes it will come back to normal. Another thing happing, don't know if related, laptop is left on 24/7, and once or twice a week it is totally locked up, have to hold down the power button to force turn off. Also, many times after windows does update computer will lock up as well.

8 gig ram

Nvidia M1000 gpu

upgraded items

XPG PCIe NVMe storage {this is new OS install, the problem was happening before this disk was installed}

Using 2 4K display's connected via 2 Thunderbolt connections


Things I have tried to correct the issue.
Re-installed Windows 10 pro, with new hard disk
Added cooling fans to laptop, as after running a hardware monitor tool I did notice CPU temp rising above 60C before the issue.
updated GPU drivers
confirmed all device drivers are current and correct


The only consistent programs running when issue happens is Thunderbird email client, Google Chrome, trend micro AV.


Any help would be greatly appreciated.

To resolve this issue, you first need to create a bootable media (Installation disk/USB) using another working system and then follow the steps provided by Abdul Malik. This is the only way to troubleshoot this issue as of now.

Further for now you can give a try to the below steps and check if it helps:

• Restart your PC. When you get to the sign-in screen, hold the Shift key down while you select
  Power
  
  >
  Restart.
• 
  After your PC restarts to the Choose an option screen, select
  Troubleshoot > Advanced options > Startup repair.

First and foremost, my pc is running on the most recent Windows 10. I am posting this on my phone because my computer can't seem to work. Yesterday my computer ran fine, all good. I come home today and I boot up my computer. All is normal until after I sign
in. Right after I sign in, the screen goes black. I have tried using Ctrl+Alt+Delete as said in title. This does not work and brings up a notification saying what is in the title. I can't seem to run in safe mode or even see anything on my computer, except
for my mouse. This is really frustrating, and I have no clue how to fix it. It is also a desktop computer, not a laptop by the way. I have also tried rebooting my computer 3 times now, with the same results. I also tried the refresh button multiple times,
which is also the same. I have tried Ctrl+Alt+Delete, Windows key, Windows key plus multiple letters suggested in other posts, F8 on launch, and unplugging everything that is in my computer. None of these have affected the problem, and I am in serious need
of help. Thanks to anyone who can contribute to this.

P.S. I have read through other threads, but they are either suggesting safe mode, or winsock. Both of these I have no been able to do.

Note This option is not available in the Windows 10 Home edition since Local Security Policy is not included.

Windows 10 Home PCs can use Option One or Option Three instead.

Using Option Three below to disable will reset this security policy back to Not Defined. Enable or Disable Secure Sign-in with Ctrl+Alt+Delete in Windows 10
