Windows 10: the sign in screen keeps loading

so before this happens i changed the file name in system32 dxgi.dll to dxgi 2.dll by mistake and idk what happened after that couldnt open cmd on administrator or sign out or restart my pc so i shut it down with the button and when i tried to open it again it kept loading on a black screenwhen i tried to startup repair or system restore it wanted my account but i forgot the password so i changed it but whenever i type it it says that its wrong

Step 2b is labeled as Change the Login Screen Image, but the steps show you how to change the Lock Screen image. Step 2a is irrelevant. It only tells you how to change the desktop background.

What I want to do:
Set Spotlight as the LOCK Screen Image(s) - Done
Set the Win 10 Hero Image as the SIGN IN Screen Image - This is the one that shows after you click on the lock screen and you are able to type your password. If I uncheck "Show Lock Screen Image on Sign In Screen", it shows a solid blue background behind my Password box and user image. This is what I want to change to the Hero Image....

• Navigate to Start>Settings>Accounts.
• In the left pane, click on sign-in options.
• In the right pane select Never from the drop down list for the option
  Require sign-in.
