Windows 10: The system cannot find the file specified when the .cab file is definitely there.

I downloaded the first item on the list at https://www.catalog.update.microsoft.com/Search.aspx?q=11.7.0.1040

It was a .cab file. On Command Prompt, I ran DISM /Online /Add-Package /PackagePath:\Folder\57415c84-ac56-479d-9ce0-282570245acd_8bdb9b8cc5e570f9a6b8b89826cd64bc4c469340.cab

It returned "The system cannot find the file specified" although the .cab file was definitely in "Folder". Then, I extracted everything from the .cab file and right-clicked on "heci.inf"-->"Install". An error message popped up, saying that "The system cannot find the file specified". Why can't the system find the file when it is definitely there? Is there something wrong with the .cab file?

Program to open non MS standard CAB files?

Does anybody here know how to open non MS standard CAB files? E.g. game installer disks with CAB files couldn't be opened with winRAR or winzip... Is there another app to open this files?

Googling linked me to 7zip but I doesn't open it too. *Frown

In my downloads folder uis a file/folder

I try to delete a file/folder gets message *The system cannot find the file specified.*

files/folder will not delete





Suggestions? Ideas?
