Windows 10: There is a list of all characters in windows, it is very old and obscure but very useful

If you didn't know that this is a thing you're welcome, but unfortunately I've forgotten how to open it or how is it called, can any does anyone know?

• As you have mentioned this happens only in the Admin account, is it local account set as admin account or the Microsoft account?

I would suggest you to check the all apps list and check if that Chinese character app is present.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
