Windows 10: This app can't open message won't go away

I recently plugged in my new Alienware mouse and keyboard and it installed the app Alienware Command Center. However, shortly afterward, a Windows error popped up saying "This app can't open". I click "close" and the error pops right back up. I click "copy to clipboard" then "close" and it stays up. I click "See in Store" and it opens the store and then the error pops right back up. I type Ctrl+alt+del and open Task Manager, and the error pops up over the task manager. I can't do anything on my computer with the message up. I tried restating my computer and it worked fine for all of one minute, and the error popped back up. I keep clicking "close" and it incessantly keeps popping up. What do I do?

Sorry for my poor english.

Whit the UAC disabled (Registry> EnableLUA=0) I get the error message "The app can´t open", "...with the Built-in Administrator account. Try with another account".
I get this message when I try to open any Windows App (Calender, Fotos, Camera, Edge, One Note), everything.

How to make App´s work with UAC disabled?

 

Applications won`t maximize

Following a W10 update, applications only open as minimised on the taskbar and won`t maximize. I have tried closing them minimised but no good. Can anyone help ? thanks
