Windows 10: This application could not be started problem.

Hello, I have been getting Smother.exe This application could not be started message since I got the new Update on my Laptop for .net framework 3.5 and 4.8. I Have tried clicking yes and then it takes me to the following site and I followed the instructions, however it did not resolve the issue. Does anyone know how to solve this issue ?

Explorer.exe, Werfault.exe, RuntimeBroker.exe (application errors). start wont come up and application errors wont go

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.

follow the troubleshooting
methods below:


Method 1: Clean boot the system

To check if there isn't any 3rd party software conflict, i.e., if any 3rd party application or startup item is causing

Method 2: SFC scan

We also suggest you to scan your system with the System file checker to resolve any corruption with the program

  in the Program list and then select
  Run as administrator. If you are prompted for an administrator password or for

Method 3:

We also suggest you to check if there is any application called "CA
Internet Suite" installed in your system. If you find such an application, follow these steps to uninstall the application:

  Programs and Features.
  
• 
  Select the program, and then click
  Uninstall. If you're prompted for an administrator password or confirmation,
