Windows 10: "This installation package could not be opened." error message

I am trying to install TI-Nspire CX Student Software, but everytime I go to run the installer, an error message pops up that reads, "This installation package could not be opened." I contacted Microsoft support because this has happened numerous times to other software, and I guess he tried everything he could and told me to install a new "Windows 10 ISO." To which I did, keeping all my applications and files, but to no avail. It seems as if it only happens to certain applications. The two that are most recent are this installer and the Epic games installer as well. Not sure if it is some type of virus, maybe something broken in the registry even? Please help and thank you.

The above error can occur if the locally cached Windows Installer package (*.msi) file is damaged or corrupted.

To rectify the above, I suggest that you try the steps mentioned below and check if you are able to install the software successfully.

• Open the \Windows\Installer folder on your computer's hard disk.
• Right-click any file with an .msi extension.
• Click Properties on the shortcut menu. The
  Subject box on the Summary tab contains the name of the product that installed the .msi file.
• Repeat steps 2 and 3 for each .msi file in the \Installer folder, and delete the .msi file for the software that you are trying to install.

Hey guys need some help, i was starting up a game on my msi laptop Ge72 Apache and cannot install. The computer prompts me with a message : installation package can not be opened, contact the application vendor to verify this is a valid windows explorer package...... please help guys need some solutions ive tried googling with no luck *Mad

I'm certain this message is familiar:

"This installation package cannot be opened. Verify that the package exists and that you can access it, or contact the application vendor to to verify that this is a valid Windows Installer Package."

The program I'm attempting to install is VitalSource Bookshelf so I can download my textbooks and lab books for my classes. I have a Dell Inspiron 15R, 64-bit, i5 core, 1 TB that that initially had a Windows 8 OS but I have since updated to Windows 10.

I'm able to download the setup but when installation begins the setup closes and I receive the error message.

Here's the solutions I've attempted that have failed to install the program.

1. Uninstall and Reinstall.

2. Run as administrator

3. Stopped and restarted Windows Installer service

4. Used CMD to un-register server and re-register server

5. Ran System File checker. Nothing found.

6. Ran setup on alternate administrative account.

7. Ran compatibility versions.

8. Extracted hidden exe file from msi file.

9. Firewall Permissions

10. Network Permissions

11. Deactivated conflicting programs

12. Scanned msi files-no missing components or code

I'm open to any suggestions anyone may have to add to this list.
