    Help I just factory reset my friends laptop and now it won’t let us open anything up

    When he first turns on the laptop after the factory reset it asked for other users so i did some searching and i followed theses steps.

    Step 1: Follow the steps to enable Built-in Administrator account:

    1. If on Windows 7 press F8 upon restart after the manufacturers logo appears. If on Windows 8,8.1 press Shift key and then Restart to access Safe Mode.
    2. Then access command prompt (admin) and type: net user administrator /active:yes (To enable Built –in Administrator account give the command Active: No).
    3. Then press ENTER.

    Step 2: Administrator Account.

    Log in through the in built admin account, create a new administrator account and check if you can log in. If you are able to log into the new account, deactivate the inbuilt admin account.

    We didnt understand how to do step 2 and he turned his laptop off and back on. After it turned back on it immediately signed into an administrator and open us to a desktop with just the recycle bin, we couldnt open up anything and we dont know what to
    do.

    Well you did not say that you don't really know what you are doing. It's not a problem of course, but it changes things a little.

    It's not even clear if the PC or the router is the problem at this time, so I suggested that you disable some unnecessary things which are usually known to cause many problems, sorry if those were too complicated.

    • You could reset some network related stuffz on the PC as a next step. Open an elevated command prompt (run as administrator), and enter the followings on the PC:
      netsh int ip reset reset.log
      netsh int ipv6 reset
      netsh winsock reset
      netsh branchcache reset
      netsh advfirewall reset
      (note: You can export your current firewall rules in the "group policy" before the reset if it's needed for some reason)

    • Btw, Would it be a problem to reset the router to the default settings if the things we are trying will not help? There is a menu point for that called "factory settings" (and also a little hole on the back if you prefer that one).. the Administrator username in the router after the reset would be admin and the password is probably on a sticker at the bottom of the router (special settings needed to go online with your ISP might be also necessary)
      This is not needed now (not yet), but perhaps the source of the problem is at the router and not the PC in question, so we may come to that eventually.
    ps.: Do you have a second network card you could test in that PC and a different cable to rule out some hardware issues on the PC side?

    Settings can't be opened using the built-in administrator account


    Hello,
    Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
    I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
    I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
    Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
    I can access settings in Safe Mode but this will not allow me to create a new account.
    Any help/suggestions will be greatly appreciated.
