Windows 10: This system - service host winHTTP web proxy... is taking high cpu usage

this system thing is taking 16% of CPU from a long time, using up the battery and my internet wifi also disappearing much time, windows update won't open, scanned for viruses and rebooted many times, reboot takes longer than usual what can I do now

This occurs when a Wi-Fi card with working internet is disconnected manually by pressing disconnect button.
The WinHTTP Web Proxy Auto-Discovery Service start to consume high CPU usage, even after reconnecting WIFI the service still on high cpu usage, after reboot the service is on normal cpu usage, but it will on high cpu usage again when disconnecting from WIFI. my laptops has this problem too.
I'm on Windows 10 2004.
