Windows 10: Three .NET Updates Failing With Error 0x80070643 on Windows Update

Hi all, I'm running into an issue where several updates for .NET are failing to install. Tried restarting, along with running the .NET Repair Tool and Windows Update Troubleshooter, all to no effect. I manually check for updates fairly regularly usually every few days so I'm a bit confused on why several month old updates are suddenly showing up. If it helps the updates installed prior to these errors popping up were KB5006738 and KB5006365. Try to apply the update manually As suggested by Microsoft. I just wrote a
step by step guide.

However be sure that the update itself is downloaded and that the installation part is failing, and not the downloading part.

Microsoft .Net Framework update error 0x80070643

Uninstalled Microsoft .Net Frameworks (All) due to some issues. Was finally able to reinstall .Net 1 to 3.5. Nothing above that will install. I tried NetFxRepairTool, , dotNetFx40_Full_setup, vs_community****.1509654832, and QuickBooksDesktopInstallDiagnosticTool.
Nothing will get it back. I installed VSCodeUserSetup-x64-1.30.2, but that didn't add them.

Here's the kicker. netfx_setupverifier says I only have 1 to 3.5 installed.

NDP4#(#)-KB3045557-x86-x64-AllOS-ENU says they're all already installed:

• .NET Framework 4.#(#) or a later update is already installed on this computer.

AspNetMVC3, AspNetMVC4, AspNetWebFxUpdate_KB2992080 and AspNetWebFxUpdate_KB2994397 say the following:

• Error writing to file: System.Web.Mvc.dll. Verify that you have access to that directory.
• On Retry: The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2350.

(What directory is that?)

Windows update throws an error for:

• Security Update for Microsoft ASP.NET MVC 3 (KB2993937) - Error 0x80070643
• Security Update for Microsoft ASP.NET MVC 4.0 (KB2993928) - Error 0x80070643
• Security Update for Microsoft ASP.NET MVC 5.0 (KB2992080) - Error 0x80070643

(I assume it's because of the MVC error above.)

Reformatting my computer is my very last option. Is there a way to force the .Net Framework 4.## to reinstall?
