Windows 10: Time jumps backwards while PC is on/ being used

Starting on Thursday, the computer clock jumps back hours at least once an hour to random times. The computer is on, so I don't think it is a battery issue as in the past when the time stalls when it is off. I can be sitting looking at the computer and the time just goes backwards. We are using it as our home TV running Windows 7 and Windows Media Center, so having the time be correct for recordings is pretty important. I tried system restore, malware/virus scan, changing the syncing settings, starting the Windows Time service, and running an SFC /scannow. The scan did say there were issues,

cannot turn off jump list

To address this concern, we suggest that you follow these steps on how to turn off the Jump Lists on Windows 10:

• Go to Start menu, search Settings, then press
  Enter.
• Click Personalization.
• Select Start.
• Turn off the Show recently opened items in Jump Lists on Start or taskbar.

Computer will suddenly type any words entered backwards, screen will not scroll down (only flicker and jump), an icon selected on desktop will only display the icon listed at top of desktop, no matter which icon I select.

 

Clicking item in jump list for Microsoft apps does nothing

Hello,

On my Windows 10 PC, at first jump lists worked as expected but for the last 2 weeks if I click any item in a jump list for a Microsoft app it does nothing. For example, if I use the jump list to go to a pinned folder in File Explorer absolutely nothing
happens. The same occurs for Excel, Word, and Powerpoint. The strange thing is the jump list works as expected for Chrome.

Does anyone have a suggestion on how I can resolve this? I use jump lists all the time out of habit, so its very disruptive to my workflow having this behavior.
