Windows 10: Title bar and other fonts "textscale" set to maximum.

I've been running Windows 10 20h2 in 1920x1080 with 100% scale even though 3840x2160 is recommended on my 4K TV. It's been running fine then suddenly the fonts got big. This would be some time after cumulative update KB5000802. I'm using the default theme.I found WinTools System Font Size Changer which allows me to override the 24 point font setting, that appears to be the current system default, back down to 9 point. That at least makes the computer usable.I've checked the various registry keys but they seem to be ignored.Computer\HKEY_CURRENT_USER\Control

This issue might have occurred due to incorrect settings.
I would suggest you to follow the below steps to change the font size in the title bar.

  Type display in the search bar and press enter
  
• 
  Under “change only text size “select title bar
  
• 
  Choose the font size accordingly

How to change font size on title bar and menus? The font on the title screen are not readable; and also some menus. Available settings do not change properly this font front a high resolution HP laptop.

 

How to change window title bar size in Windows 10

For Windows 10 b1607 the height of a window title bar will be adjusted accordingly to the size of the title bar font. For a (dpi) display setting of 100% the following values are valid at the moment:

• title bar font size 9px (windows default setting): title bar height 30px
  
• title bar font size 7px: title bar height 26px
  

It is not necessary to adjust the value "CaptionHeight" in the Windows registry anymore as proposed in several other answers because this value is adjusted by windows automatically now when the title bar font size is changed.

The title bar font can be changed here:

• control panel > display settings
  
• or: Windows settings > system > advanced display settings > change the size of text and other elements
