Windows 10: Title bar at top of page continuously changes colors

As I perform functions in each app on my PC, the top bar (title bar? banner bar?) keeps changing the color display. Each time it changes, a sound plays and it disrupts whatever activity I am performing in the app, such as using the keyboard to type this message. This is very irritating and slows down my production. It happened about 20 times as I typed this brief message. I attached an image to show how it changes.


What is happening here and how I can I resolve this? I already restored my PC to an earlier date to no avail.

• Do you want to change the taskbar's color or the taskbar's text color?

If you want to change the taskbar's color, follow the steps below:
