Windows 10: Toggle Keys in Keyboard Accessbility won't shut off

Within Accessibility> Keyboard > Toggle Keys I previously had this setting enabled for about a week or so. The setting makes an audible noise whenever you press certain keys. I shut it off a while ago, but upon starting my computer up, whenever I hit those certain keys a noise still plays, but only on the first hit and then seems to fix itself. I've tried re-enabling and disabling the setting as well. Shutting the computer on and off does not fix it either. How can I fix the entire issue so no noise is played at all? Thanks,

To Turn On or Off Toggle Keys Tone

Thank you for posting in Microsoft Community, we appreciate your interest in Windows 10.

As you have an issue with sound on toggle keys, I suggest you to change the toggle keys settings
and check.

Steps:

• Press Windows key from keyboard and type
  Toggle.
• Select Hear a tone while pressing Caps lock, Num lock and Scroll lock.
• Under Toggle keys, change the settings and check.

If the issue still persists, Run troubleshooter from
Fix sound problems and check.

Toggle keys stopped working after Windows 10 update

This issue may arise when the toggle option is turned off in the settings page.

I suggest you to follow the below steps and check if that helps to resolve the issue.

• Access Settings from Start Menu.
• From Settings, click
  Ease of Access.
• Select Keyboard from the options.
• Cast a glance at the right pane of Keyboard. you can see
  Toggle Keys option with a slider.
• Switch the slider to On mode and activate the feature.

My idea from a few week backs that I tweeted to Wooting keyboards was a lot better I suggested two wireless split keyboards and a toggle switch similar to the windows key toggle switch to switch it from a regular typing mode into a programmable key mode with analog keys. I also suggested adding two small track pad's below each half of the space bar to serve as twin thumb trackpad's.
