Windows 10: Top part of the apps are being cut off on my second monitor.

As in the topic, any app that I open on the second monitor I'm unable to do anything except for browsers when I reset this by doing fullscreen and off and if I try to click the white field all I am doing is moving the icons on the desktop??https://ibb.co/fxtqwgJ

Second Monitor

I connected a monitor to my Inspiron Laptop. The second monitor displays the same info as the lap top. When I go to settings it will not detect the monitor. I have upgraded all the drivers. Any suggestions?

monitor display cut off at top

My monitor screen cuts off the top of my screen. There is a dark line at the top of the screen running across the entire width. In all my browsers it cuts off the top drop down navigation menu. On my desktop screen I see the same line. I've searched online for solutions offered. None work in fixing it. I've tried changing screen resolution, changing intel driver settings, click on F11, minimizing and maximizing the screen, restarting computer.
