Taskbar minimized window issue


I have an issue which has been going on since beta win 10. If i have a minimized window open on the desk top I can not view it unless i minimize all other windows. It seems once my cursor crosses the top of the taskbar the window I am trying to get to closes, only way to get to it is to minimize all other windows and then I got get to it and then click on it?
Same thing if I want to change the volume if I click on the taskbar the volume window will close once the cursor crosses the top of the taskbar? If i right click on the volume icon then I get the volume mixer and I am able to get to it to adjust? I keep thinking this is a bug that will get fixed, but never does. Thanks for any help.

Before assisting further, I would like to ask you few questions:

• 
  Are you taking about the taskbar which is shifted to top of the screen?
  
• 
  Does the “white bar” show up when you hover your mouse over to the top of the screen?
  

If you are referring to the taskbar, whose location is now changed to top of the screen, it is because of the changed taskbar settings in the PC.



Method 1: I suggest you to follow the steps below to change the taskbar settings and check if the issue is resolved.

• 
  Hover the mouse to the location of the “white bar”, right-click and select
  Properties.
  
• 
  From the window, select Bottom under
  Taskbar location on screen option.
  
• 
  Click on Apply and OK
  to check if the changes are effective.
  

Method 2: If the issue persist, I suggest you to run
System Maintenance troubleshooter and check if the issue persist.



System Maintenance troubleshooter will find and clean up unused files and shortcuts present on the system, and perform maintenance tasks which will enhance the performance of the PC.

• 
  Press Windows logo key on the keyboard, type
  Troubleshooting and select the top most search result.
  
• 
  Select View all from the left side panel of the window.
  
• 
  Select System Maintenance from the listed options, click on
  Advanced option and check Apply repairs automatically
  option.
  
• 
  Follow the on screen instructions.
  
• 
  Close the window after the troubleshooting is complete and check if the changes are effective.

I can't close or minimize a window using the icons in the upper right corner of the window

As you have mentioned that the red x and the minimize icon on the top right corner is not working
and there is no error, we would also like to know if you have performed any troubleshooting steps to fix the issue as it will help us to give you the alternate steps to troubleshoot and instead repeating the same steps.

To understand and have a better clarity on the issue. We need few information.

1. Were there any updates installed recently?
   
2. What is the Windows version and build installed?
   
3. Does this happen while using all the applications or only specific applications?
   
4. When you click on the "X" does the Window grey out or go unresponsive?
   

However, let us also try few steps and see if it helps.

Run System File Checker:

If this is happening on all the open windows, we can go ahead and run a System File Checker and see if there are any system file corruptions. Please refer the

Create a new use account:

I would also suggest you to check if this issue occurs in another user account
