Windows 10: Toshiba Canvio External Hard Drive Doesn't Appear on my Acer laptop or Ipad Pro

I have a 2 tb Toshiba Canvio hard drive that I would like to use to back up my files. When I plug it in to either my laptop or Ipad Pro, the hard drive lights up but the computers don't recognize it. I've read about searching for it in disk management but it doesn't show up there either.


Could someone please help me with this? Toshiba support claims its a Microsoft issue.

Toshiba Canvio external hard drive

I have a Memeo external hard drive. With it, I can find a backed up file from any time in the past and open and view the file contents in the appropriate Office program. With my Toshiba Canvio backup, I can't find a file. It shows a page full of pictures.
How can I read a backed up Word file, for example from a particular backup?
