Windows 10: Touch keyboard and handwriting panel does not appear even though it's running tablet issue

I have a Windows 10 tablet, where the Touch keyboard and handwriting panel service does not show up, even though it is running. The only way to fix this issue is to restart the device. However after a couple of restarts it randomly stops appearing. Things I already tried are:Tried changing the startup type of the service to Automatic Delayed start. However this gave me an Error 87. The delayed auto-start flag could not be set. The parameter is incorrect. I also went ahead and created a dword in the service in the registry called DelayedAutostart. • What is the make and model of your device?

Windows 11 handwriting-panel text does not appear in text fields

When I tap my HP Spectre with an HP MPP 2.0 pen, the handwriting panel appears and I can write there (the text is recognized), but nothing gets visible in the actual text field I want the text to be - browser search bar, text document and other inputs. They stay clean regardless of what I write in the touch panel.

I searched similar posts here, but seems like this is a new issue. Some comments suggest checking options like:

- Check if the Show handwriting panel when not in tablet mode and there's no keyboard attached option is On.

- Try also to Touch Keyboard and Handwriting Panel Service is set to Automatic in Services.

I don't have such options, neither Show handwriting panel when not in tablet mode and there's no keyboard attached in Pen&Ink settings or Touch Keyboard and Handwriting Panel Service in Windows Services

 

Touch keyboard pops up at login

If the above steps didn't work, we suggest that you disable the Touch Keyboard and Handwriting Panel Service. Please follow these steps:

• Click on Start.
• Type Services, and then press Enter.
• On the right pane, look for Touch Keyboard and Handwriting Panel Service. Double-click on it.
• Locate the Startup Type drop down, and change it to Disabled.
• Click on Apply button to save changes.
• Click on OK button to close the Touch Keyboard and Handwriting Panel Service
  window.
