Windows 10: Touch Keyboard and Handwriting Panel Service keeps shutting down after reboot

Touch Keyboard and Handwriting Panel Service>>> Service status is stopped and Startup type is Manual after i reboot my pc. So everytime i turn on my pc i need to enable that service, my question is how do I prevent the settings from reverting to Manual type.Its supposed to be Service status Running and Startup type Automatic all the time.When this service is stopped it causes a lot of issues on Windows and programmes some shorcuts doesnt works, search bars on Microsoft Store, Start bar, File Explorer bar, etc. doesnt workTried to fix this issue with ctfmon.exe and it doesnt work and

If the above steps didn't work, we suggest that you disable the Touch Keyboard and Handwriting Panel Service. Please follow these steps:

• Click on Start.
• Type Services, and then press Enter.
• On the right pane, look for Touch Keyboard and Handwriting Panel Service. Double-click on it.
• Locate the Startup Type drop down, and change it to Disabled.
• Click on Apply button to save changes.
• Click on OK button to close the Touch Keyboard and Handwriting Panel Service
  window.
