Windows 10: Transfer OEM license to new notebook?

Hello, I have/had a toshiba qosmio X70-B-11D notebook.Which jsut stopped working and doesnt even boot anymore.However the internal harddrive seems unharmed and the files on it undamagedI can access them on another computer after turning it into an external hard driveso I ordered myself from aprivate man a X70-B-110, an almost identical notebook like the one I had.Hoping that I could jsut swap that ones hard drive out with the old hard drive and continue working as if it was the old notebook, so not requiring setting up a new machine, reinstalling all apps, losing tons of random stuff during

The prosecution and penalty for the transfer of an OEM license.

On the Internet, I have seen cases of transfer of OEM licenses after motherboard change.
Assuming an OEM user has successfully transferred the license via Activation Troubleshooter, is it possible for Microsoft to prosecute them in the future? Does the OEM license agreement mention a relevant penalty?

 

Transferring OEM licenses between PC's

OEM versions of Windows are identical to Full License Retail versions except for the following:

- OEM versions do not offer any free Microsoft direct support from Microsoft support personnel

- OEM licenses are tied to the very first computer you install and activate it on

- OEM versions allow all hardware upgrades except for an upgrade to a different model motherboard

- OEM versions cannot be used to directly upgrade from an older Windows operating system

That means, the computer with the OEM license has not transfer rights.

You can't because the free upgrade originated from a preinstalled OEM Windows 8.1 license. You will need to purchase a new full Windows 10 license for the other device.
