Windows 10: Transparent blue box overlay on YouTube videos

For some reason, I've been getting this transparent box showing up behind/around the videos on browser videos YouTube, Vimeo, DailyMotion, etc. The blue box will slide off the video if I scroll down before disappearing when I scroll down more. I've tried it in Incognito mode without any extensions, I've I've tried it on a clean install of Chrome with no extensions installed, and it even shows up when I try it on Edge, so it seems likely to be some kind Windows function rather than some kind of extension shenanigans. I haven't gotteen to this suggestion yet - but, I've shut down half my Extensions and, now, I get the voice of the Youtube videos - but still not the video. Thought this clue might help.

Load this checklist video in Edge: (I'm assuming you did at least a few of these steps, since you stated you tried other suggestions earlier) Go through the list of suggestions here to try to repair YouTube for Chrome...

 

Transparent WINDOWS. Overlay

I am wanting a transparent Windows overlay. I have a stock screen from Yahoo with lots of data. Like when I key in Microsoft stock (MS) and have the Price, PE Ratio, Sales etc. displayed. What I would like to have is a transparent overlay which I could put a circle around the data I want to look at. As I scroll through the screen the data is always in the same location on my screen. I can do it with a sheet of transparent plastic but have to put it on each day. Is there a program which will do this? I have Windows 10
