Windows 10: Transparent box on desktop

A transparent box with a think blue border keeps on appearing on my desktop screen and when i minimize a tab the screen glitches out and shows a cut out of the tab i just closed, however when I screenshot this only the border appears so I've attached a picture from my phone too along with a screenshot of the just the border. My suspicion is that I need to reinstall my gpu drivers, however I'm not 100% sure so any help would be appreciated.


(also restarting does not fix the issue)

Cheap Photo box that will get the job done

WEll i took on this project for PP hes a hardware reviewer and wants to get the professional looking pics for the Pc parts

Materials:

• Big cardboard box

• a razor

• white material 3 yards

• cone lights

• stapler

• medical tape

• pvc pipe about 6 inches longer than your box

• white paint any cheap finger paint would work

the project I'm guessing will cost me $30 if it works out properly
I will post pictures and step by step as i do it

Selecting desktop gives a white outlined box instead of blue transparent box

When selecting items on the desktop, it is simple white outlined box. I remember it being a blue transparent box. I'm no longer sure is it blue??? Selecting items though file explorer gives a bluish box. How can I change it back to normal?

When selecting with the pointer, I get the following white outlined box:



Any thoughts?
