Windows 10: Trapped in WinRE by a virus, how to fix

Been trying off and on to fix this for almost a week. I give up. One day I was doing my normal thing with my laptop. Doing work for school, occasionally browsing the internet on well known sites, etc. Didn't download anything or update anything to my knowledge. The only "unsafe" times I can think of are from when I've been on public internet on my college campus. Then the next morning, open it up, blue screen with options to continue to windows 11, use a device, troubleshoot, or turn off my laptop. I believe that its the Windows recovery environment screen. And I CANNOT get out of it.I have tr
