Windows 10: Tried and failed to get windows defender offline to run properly, boot screen doesn’t boot...

Hello, I have looked and many pages to help get windows defender offline working and it is not working. I am running windows 10 with the most recent updates installed. When starting windows defender offline it shows the loading screen like https://learn.microsoft.com/en-us/defender/media/defender-offline-antivirus-run.png but then it skips the actual operation screen like https://learn.microsoft.com/en-us/defender/media/defender-offline-scan-run-2.png before restarting. I looked at msssWrapper.log and it shows that no proper offline scan have been finished in a while although it has

Windows Defender Offline for Windows 10

Tried this suggestion and it did not work. Tried to boot from USB with Windows Defender Offline transferred from a safe computer. Would not boot from USB. Message "Secure Boot Violation, Invalid Signature Detected, Check secure boot policy in Setup"
Any suggestions on next steps for a Windows 10 compatible version of Windows Defender Offline?

We understand your concern as you are having some unusual activity while running the Windows defender offline scan. In order to get clarity and to assist you accordingly, please reply with the answers to the questions below.

• What is the make and model of the PC?
  
• Do you see any error message before the blank blue screen?
• Do you get the blue screen every time, when you run Windows defender offline scan?

To identify the root cause of the issue we need to analyze the dump files located in
C:\Windows\Minidump as you are getting a blue screen before restarting the PC, please upload the dump files on OneDrive and share the link with us.



However, if you want to run the Windows defender offline scan again, then we would suggest you to put the PC in software clean boot, refer the article

How to perform a clean boot in Windows. A ‘clean boot’ starts Windows with a minimal set of drivers and startup programs.



Note: After you finish troubleshooting, follow the section
Reset the computer to start normally after clean boot troubleshooting
to reset the computer to start normally.

Unfortunately, those suggestions do not address the problem here. At present, the system boots and shows a bios screen then spins up the HDD as normal; there is a brief display of a Windows 10 graphic image, but before the desktop is loaded or any opportunity
is presented for user interaction Windows halts with a blue screen showing a big emoticon, reports INACCESSIBLE BOOT DEVICE error, and then reboots and all of the foregoing repeats.

There is no means of getting at any Windows Update functions or settings, or to edit the registry.

I tried the Defender Offline
Tool, which boots from USB (created on another system, obviously) and it halts with the 0x80070002 error code, indicating an update problem. Why, in the name of everything good and wholesome, is an OFFLINE tool crippled by an update error?!?

So, to reiterate:

• normal POST, and BIOS slpash screen
• Windows 10 graphic splash displays
• system halts before any user interface is displayed, with
  INACCESSIBLE BOOT DEVICE reported
• system then automatically reboots, shows BIOS splash, etc., in an infinite loop
• Windows Defender OFFLINE tool (recommended solution to the INACCESSIBLE BOOT DEVICE problem) fails to initiate and produces a different error
  (0x80070002, purportedly an Update error)

I need to know the answer to this question:
What is the solution to the INACCESSIBLE BOOT DEVICE error?
