Windows 10: Trouble Updating to Windows 11, Organization Manages PC

I purchased a used PC about 3 years ago with Windows 10 installed and want to update to Windows 11. The PC has also been running pretty slowly even with pretty good specs. I want to do a full system reset, as well as upgrade to Windows 11. When I use the PC Health Check app, it says "Your organization manages this PC". I have disconnected any school accounts, and do not see any other organization on the PC. Any help is appreciated!

The steps I have listed above are the only things that can cause the 'Organization' error in Windows, either awork or school account causes this, or a 3rd party anti-virus, or those commands should solve this, the only other thing I can suggest is to create a new user account in Windows and move all your data to that account.

I'm trying to upgrade to windows 11 and I'm using the PC Health Check app and when I click "Check Now" in the PCHC app it says "An Organization manages updates on pc" when no organization manages my pc
