Windows 10: Troubles viewing 4k video from YouTube

I have a Windows 11 and there seems to be a problem when I'm watching 4K videos such as this one: https://www.youtube.com/watch?v=62y2Qr-IEUA&t=106s The problem is that the video stalls a few times during playback and from what I can see when I move the mouse over the video is that it's not caching enough video data at times. There is not much else happening on the link so I really don't know where to start looking at this? I haven't gotteen to this suggestion yet - but, I've shut down half my Extensions and, now, I get the voice of the Youtube videos - but still not the video. Thought this clue might help.

Load this checklist video in Edge: (I'm assuming you did at least a few of these steps, since you stated you tried other suggestions earlier) Go through the list of suggestions here to try to repair YouTube for Chrome...

 

Youtube buffers with high frame loss on 4k videos

I've been having a problem for the last month or so with Youtube buffering badly on 4k videos. If I right click on the video and pull up "stats for nerds" the dropped frame number is very high. I can play 4k videos from Vimeo or ones I've downloaded just fine. Also I've got two smart tv's that have no trouble streaming 4k videos on Youtube. It's just on this pc. I've included screen grabs from the stats for nerds on a video that indicate the frame loss rate. This PC is 7 years old now but it's never had any problems with 4k Youtube videos until recently. Windows version 22H2 OS Build 19045.2486
