Windows 10: Troubleshooting Error 0x800f081f: Unable to Install Windows Update KB5031358 on Windows 11...

Why am I unable to install the Windows update KB5031358 2023-10 Cumulative Update for Windows 11 for x64-based Systems? I've attempted several times, but it keeps failing with the error code '0x800f081f'. What could be causing this issue, and how can I resolve it ?

Windows 11 Update KB5031358 Install Error (0x800f0988)

My x64 Windows 11 gives the following error: 0x800f0988, when trying to install update package KB5031358 (2023-10 Cumulative Update for Windows 11 for x64-based Systems).

I already looked up what this error could mean and tried the following solutions from the Microsoft community:

• Cleaned up all temporary files through the storage manager
  
• Emptied the " C:\Windows\SoftwareDistribution\Download" folder
  
• Disabled the Windows Update service through the service manager, as to prevent any new files from being downloaded to the C:\Windows\SoftwareDistribution\Download folder (the files will only delete if the update service is not running in the background)
  
• Downloaded the Update package from the Microsoft Update Catalog and installed it manually (Update Service needs to be enabled again)
  
• Restarted the PC several times
  

At one point, the PC gave a green screen. It was not the green screen of death, as no text was displayed and I am not enrolled in the Insider Program.

None of these steps worked, the PC still gave the following message on startup:

" Oops, something went wrong.

Undoing changes."

or something similar.

I also tried finding a newer cumulative update on the Microsoft Update Catalog, but this did not solve the issue.

This will not upgrade and the red dot is driving me crazy
