Windows 10: Troubleshooting High Memory Usage

My laptop is equipped with 16GB of RAM, of which 2.3GB is reserved for hardware. Despite not running any programs, it quickly runs out of memory. Although using the "Empty Working Set" option in RamMap provides temporary relief, it doesn't fully address the issue as the memory soon becomes full again. Furthermore, I've noticed inconsistencies between the memory usage percentage shown in the Task Manager and the detailed information obviously not match. When I restart the computer, the memory usage is around 35%, but if I shut it down and then start it again with the fast startup feature enable

High Memory Usage

Dear All,

I always have High Memory Usage on my laptop as it is idling.

Please advise on how do I troubleshoot the high memory usage in order to resolve it?

Please advise whether I should be getting more RAM instead?
