Windows 10: Trying to apply windows 10 updates

When Win 10 tries to install the Feature update to ver. 1709 it downloads the update just fine. During the install it gets to 53% and stays there. I have let it stay there 24hrs.
I have run
chkdsk /r /f
In powershell As Administrator I ran:

The above line comes up with a lot of red errors.
I downloaded from Microsoft Win 10 PRO ISO ver. 1709 and did an in place install.
I get an error saying:
0xC1900101 - 03000D
The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation

Currently I have 26.9 GB of free space
All other updates have been installed.
I don't have anything else plugged into the machine.
I don't see any errors in Device Manager.
Windows Defender is turned off.
Windows firewall is turned off.
I don't have any other firewall installed on the machine.
I Uninstalled:
Bitdefender
Malwarebytes
CCLeaner
I have cleaned out all temp files.
I have renamed the C:\WINDOWS\SoftwareDistribution folder.
I don't have any other antivirus/malware software on the machine.
I did the install with a clean boot running as Administrator.
I'm currently running Win10 ver. 1607
I ran Win 10 Feature update ver 1709 with Windows Update MiniTool.
It said it succeeded and a reboot is required.
It still reports Win 10 is at ver. 1607.
I ran Check for updates again. It showed Win 10 Feature update ver 1709 ready.
It asked for a reboot.
It shows working on updates. It ended up with A restart is required.
After the restart it started installing updates. It's stuck at 53%.
It's been running for over 20hrs at 53%. I've tried this many times and every time It is stuck at 53%.

Cannot apply security updates to Windows 10 IoT Enterprise 2016 LTSB

I installed Windows 10 IoT Enterprise 2016 LTSB on a new HP computer. The install went fine and I updated all the drivers. Now I want to get the latest security update. I downloaded the 64 bit version of KB4019474
(May 5, 2017 cumulative security update) but it would not install, says "The update is not applicable to your computer".

I borrowed a WiFi adapter and connected to the office Wifi. It activated automatically. It says
it is activated with a digital license. We tried to apply KB4019474 again and it again said no. We tried to update and it said it could not connect to the update service.

I used the same WiFi adapter and connected a older HP workstation that has 2015 LTSB to the office WiFi. It was able to get to the update service and download the latest Windows Defender definitions.

Why can't I get updates from the PC with the 2016 LTSB OS?

Code 0xC1900101 - 0x3000D
Cause Installation failed during the FIRST_BOOT phase while attempting the MIGRATE_DATA operation.
This can occur due to a problem with a display driver. Mitigation Disconnect all peripheral devices that are connected to the system, except for the mouse, keyboard and display.
Update or uninstall the display driver.

I have updated the HID-Compliant Touch Screen
From 10.0.14393.2068

I have attached the files I currently have. I think the other files were on the machine but they are not there now. Probably because I have run
DISM /Online /Cleanup-Image /RestoreHealth

I have run this twice and it found corrupt files and successfully repaired them both times.

I ran SFC twice. They both came up with problems and fixed them.

 

Where SFC is concerned, conventional wisdom is that it's necessary to run it at least 3 times. Personally, I run it until it comes up with "nothing to fix" on the most recent pass. Then I know it's done.

This is the third run of SFC.

I'm running it again.

 

This is the Fourth run of SFC. It's still reporting problems and saying it has fixed them.
It seems to me SFC is repairing the same files over and over again. It seems to me the files SFC is using in the store are corrupt.
How can I rebuild the store that SFC is getting the files from. Does that store get rebuilt if I do an in place upgrade to ver. 1709?

1. The SFC report shows a significant number of different problems, indicating significant corruption. Examples:
iexplore.exe, Windows Media Player, Windows Photo Viewer, Windows Mail, wordpad.exe, Microsoft\Framework\v3.5\Microsoft.VisualC (many), Windows Defender.

It does end with
Transaction completed. All files and registry keys listed in this transaction have been successfully repaired

I find this puzzling as you noted, as you have repeatedly run SFC /SCANNOW - unless your disk is bad.

Please check your disk.
Download and install Hard Disk Sentinel (trial) and post a screenshot of its GUI.

2. An in-place upgrade repair is certainly one useful approach which might solve some problems. It shouldn't be essential for SFC /SCANNOW to pass for the upgrade to occur though, assuming only minor discrepancies.

Do you have the iso for your 1607 build?

3. If HD Sentinel passes, please run
chkdsk C: /scan
and report the summary result

4. Also post a screenshot of your partitions using Minitool Partition Wizard (free) expanding all columns as necessary so all text is shown. Make sure all relevant columns are included for all disks. (Do not use Disk Management).

5. Programs:

You appear to have significant remnants of Bitdefender and Malwarebytes - please remove these.
Also remove a VPN program called IPvanish.

6. Try this:
Go to Control Panel > Programs and Features > Turn Windows Features on and Off.
Turn off anything you've enabled, and IIS Internet Information Services if enabled.
