Windows 10: Trying to buy a digital windows 11 key and keeps saying it cant process my payment?

I am trying to buy the digital windows 11 key for my new PC that just got here and currently building and it wont let me buy it?I made sure all my details were correct, card is updated and right, address is right, virus software isnt blocking it, no suspensions or bans on my account but for some reason it just keeps saying it cant process my payment.

I'm trying to get xbox live gold subscription, but i keep getting a message saying 'we can't process your payment kcOWkP7N6Uad4K2D.13.10'

Digital Download with Recurring Payments

I've got a few websites and blogs in which I sell a digital product. I've been using E-Junkies to Email the file to the customer after collecting payment via PayPal.

This was a good arrangement for one off payments, but now I want to create a membership site and need Recurring Payments. My website is not using a CMS like Word Press or Drupal so I can't use one of their third party add-on.

Any suggestions?
