Trying to clean install my PC after changing hardware

I've just upgraded my CPU and motherboard (Intel to AMD) and I've been trying to do a clean install of Windows so that I can prevent any issues but the Reset my PC option doesn't work. Whenever I try, it just ends up with a message saying "could not reset pc. No changes were made". I am using Windows 10 Education that I got for free through my school if that helps. The windows refresh tool does not work either.

    :)

Windows 10 Upgrade must be Activated at Settings>Updates and Security>Activation before you can

    Clean Install Windows 10
    and expect it to Activate.

Once Upgrade is activated it should reactivate after any reinstall or hardware change except the motherboard which always forces reactivation. If you have a motherboard change or any other hardware change that trips reactivation then refer to

Trying to clean install my PC after changing hardware

If you want to do a clean install, you need to boot the computer from a Windows 10 installation USB flash drive or DVD. Select the custom install option. Delete the partitions that are there now (you can save any data partitions if you have them). Then select the unallocated space to install to.
