Windows 10: Trying to install software, I get "Smartscreen can't be reached right now"

Various web sites offer roughly the same solutions. I followed https://www.makeuseof.com/windows-smartscreen-cant-be-reached-right-now-error-fixes/ and did the following:Checked my internet connection. Since I am currently submitting a question to answers.microsoft.com, I guess I am connected.In the Windows Security app, I ensured that Smartscreen is enabled for apps and files, Edge, potentially unwanted apps and Microsoft Store apps.Checked that there is no problem with Microsoft servers, as far as I can tell. I tried launching the installation several times over a period of two or three

1) Try these fixes for "Smartscreen can't be reached right now" error:

2) Go over Windows using this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account to replace yours which may be corrupted. Then if necessary continue with the other steps to go over your install most thoroughly.

3) If nothing else works then do the minor, non-destructive Repair Install which reinstalls Windows while keeping your files, apps and most settings in place, brings it up to the latest version and solves most problems.

Turning Smartscreen back on (smartscreen can't be reached...)

I believe I inadvertently switched off Smartscreen during setup so now, each time I try to install something, Windows says Smartscreen can't be reached right now.

It's NOT my internet connection. Can someone help?
