Windows 10: Trying to Make a Gamer User in Windows 10

Hey TenForums, This is my first time on this website, I'm not sure about making topics and stuff so i hope i did nothing wrong putting this topic up, but yeah I was thinking of making my gaming computer be shared across many people in a gaming network in a place where i live, but i don't want them to access some certain stuff, like an Administrator Account.

(I don't know how to restrict, People say it's using Parental control, but i can't find them)
I want to restrict them from Downloading,Putting a USB/Bootable Drive,Moving Icons,Right-Clicking the Desktop, Copying Files,Deleting Files, Cutting Files, Pasting Files, Uninstall Programs, Adding a New Desktop.
I want it so Administrator can only do that.
The Gamer User/Gaming User are allowed to run: Programs like games and stuff like Skype, use a browser, use internet, etc.

The idea is, when a person starts the computer and go to the Gamer/Gaming User, they will have to register on a program just like a Internet Café before going to use my computer then they can play games, I don't want there to be a timer or stuff, i just want them to use but i want to know who's using it, and who used it last time, also a program to force close/shut down my computer remotely. (I'm willing to pay for programs if people suggest some)

I am not happy with Windows 10

I did report it ( DUH)

I suggest to stop try to blame the computer components of people

who report performance issues in windows 10

because for Gamers enthusiast is a true insult

let me give you a background of our unique kind..!!

The Gamers are one of their kind

we love to push to the limit our gaming systems

and we purchase only high quality components especially video cards

when there is something even insignificant for the normal computer user.

The Gamers know in matter of seconds that there is something wrong

and when that happen gaming is not a priority anymore

until the problem is fixed..!!

now with everything is going on under windows 10 hood

It is very noticeable that the gaming performance are not that great

then you can try to blame the user computer or components

in order to justify windows 10 but for any Gamers that will end up with a huge BS..!!

because The Gamers know what is going on in their machines

even one single hair in the Gamer's Gaming System is an issue

so stop insulting our kind with lame excuses

in order to justify windows 10 poor gaming performance

because is clear for the GAMERS that is a fat lie..!!

NOW

if you want to promote windows 10 to the world is fine

but do not lie about it

because you're not helping Microsoft

and you're not helping the windows Users

if you really want windows 10 to be great then be honest about it

It does indeed seem apple rules the laptop market, they still make computers for users not **** gamers.
