Windows 10: Trying to reinstall glitchy windows without losing my apps, nothing seems to work. Please help!

From a few weeks, my windows has been incredibly glitchy. The first thing that happened was app readiness service causing black screen. So to fix that, I disabled that service..... later I noticed that my file explorer toolbar stopped to show and instead of that something weird was there... But I ignored that. Now, a cumulative update came which I'm trying to install but it isn't installing due to error 0x800f0831..... I went on the internet to find solutions, I ran an SFC Scan, which was all good, but then I ran DISM /Online /Cleanup-Image /RestoreHealth which showed that the source files cou

Did not work for me. I troed it 3 times, allways got an error.

I'm not sure just what I am looking for, I guess -
the front case says "Digital Media Manager" underneath eight slots for SD Cards, usb ports, etc,;
my friend, the owner, remembers a "Digital Media Reader" folder in "program files" on the "C" drive.
Your list suggests that I am also looking for Cyberlink PowerToGo for DVD playback.

Weather App not working windows 8.1

The apps troubleshooter wouldn't fix it on any of the machines. Tried syncing the app licenses, too. No dice. Uninstalling and reinstalling the MSN Weather App appears to have fixed it.
