Windows 10: Trying to reinstall windows but it keeps going in a boot loop - hp logo somehow zoomed in

Hello guys, I have a weird problem if you could help me with.

My neighbour recently received a laptop and asked me to install the windows.

However, I cannot. I installed windows a couple of times already, so I kinda know the gist of it.

I attached a video of it if someone could help me.

If I go into boot manager and select my USB (tried 2) it doesn't work. It keeps having a constant loop.

Note: windows is already installed on it, but it runs extremely slow and it has a ton of crap on it.

Windows boot logo,

Hi

Tried with suggested steps but not succeed,

still can see HP boot logo

Please suggest

I reinstalled my windows from the factory installed windows... that one booted with an hp logo but this one boots with the windows 10 blue logo... I want the hp boot logo back...

I need a bootres.dll file with hp boot logo... I have tried editing my current bootres.dll file with resource hacker etc. but its no good....

PLEASE HELP ME!

Attached is the file from my HP Desktop in C:\Windows\System32, don't know if it will help. According to the date it appears to be the original file on Win7. It is compressed for posting but not much smaller than if uncompressed.
