Windows 10: Trying to reset PC - Stuck on Choose Keyboard Layout screen

I'm trying to reset my PC to get out a temporary user profile I'm stuck on. Every time I start the reset process, I am sent to a frozen Choose Keyboard Layout screen. I can't use my mouse or touchscreen to choose a layout. Can anyone please help me with this?

Windows 10 cannot run Icons or Task Manager

I also tried "Reset your PC" but I get stuck on "Choose Keyboard Layout" screen

While resetting my pc with windows 10, it stuck at choose your keyboard layout screen. But my mouse and keyboard have both quit working. What do I do ?

 

How are you trying to get it to reset
Have you tried to get into safe mode
Have you tried CTRL+ALT+DEL

 

I'm just going through the normal windows reset/recovery steps. I have tried switching into safe mode, but when I do, the desktop freezes and I have to shut down.

 

Go to settings, Power, Hold Shift down and press Restart that should take you to safe mode

 

Yes, I'm able to switch to the safe mode, but when I'm in that mode, my pc freezes up and I have to shut down.

 

Same problem, here. No solution, yet. I have even tried an old PCI keyboard and mouse.

 

I got on the phone with HP to try to solve the problem, and they couldn't even figure it out. I finally had to take it to a local repair shop, and they fixed it (for the same price it costs to call HP).*sarc

 

same problem here but only when booting into win10 the keyboard selection screen gets frozen
