Windows 10: Trying to use a network resource that is unavailable 828952EB-5572-3666-8CA9-000B6CE79350...

I get this error anytime I try to open anything or install anything, sometimes if I click cancel it will still go through, other times it fails. I am not on a network, and the file doesn't exist. I checked regedit for it and it's not there. I've tried several of the other "helpful" answers, but it's always the wrong package cache and wrong version of C++. Or my computer flat out doesn't allow me to access stuff, even though I am the admin, this all happened after doing the Windows insider for Windows 11. I just need that particular package 828952EB-5572-3666-8CA9-000B6CE79350 v14.12.2581

Error stating "the feature you are trying to use is on a network resource that is unavailable" HELP!

I was downloading an update on my computer for razer synapse, and while downloading my computer crashed and ever since then I cant open razer synapse and i cant uninstall it at all. when i try to uninstall it says "The feature you are trying to use is on
a network resource that is unavailable."

I'm on windows 10. anyone know how to fix this on windows 10? can only find answers for windows 7.
