Windows 10: Turbo Tax 2020 update gives Microsoft Error Code 1603 Windows 10

I get Microsoft Error Code:1603 when updating Turbo Tax 2020.

My original question:

I'm running Windows 10 Home x 64 on an HP laptop with Windows Defender - on a home computer that never leaves my home - My computer is set for automatic updates for the OS and Defender -
I do have Turbo Tax 2016 installed on this computer but I need it installed in order to migrate last year's information into this year's tax return - (and have had multiple Turbo Tax programs installed on the same computer in the past without a problem)
--- and I'm "old" and not very computer literate

I'm installing from a disc. I looked at the other answers to Error Code 1603 but they were very old and/or involved trying to install other software and I'm not computer literate enough to determine if the stated possible solutions would still apply to
me for Turbo Tax 2017 in December 2017. I don't want to create more of a problem.

I do not know how to 1. tell if Turbo Tax 2017 in "encrypted" 2. find then tell Windows 10 to allow full access to the "System" account 3. determine if a folder is encrypted or not 4. log on as Administrator 5. tell if I have the Windows Installer Program
installed on my computer or if it needs to be upgraded (I have installed outside software on this computer e.g. Photoshop Elements). Windows "searched for a solution" but then didn't give me one.

If I need to access the System account and grant full access - is this something that I need to reverse once the Turbo Tax 2017 program has installed?

If possible, I would like to have very specific, step-by-step instructions as I often find the instructions on the Microsoft website tell me to do things I don't know how to do (like "log in as Administrator") without specific steps to accomplish the instruction.
