I typed "Turn on dark mode" in Bing Chat in Edge on Windows 10, but how come the settings app and file explorer don't follow dark mode?

Turn on dark mode for a specific app only

Is it possible to turn on dark mode only for a specific app say CMD ? I don't want to set dark mode as my default app mode in settings. which will apply dark mode for most of the apps. I'm using Windows 10 Pro Build 1903.
