Could Windows 10 running background program that is consuming the data abnormally fast ?

Sorry for the late response. Have you checked what application is eating your data under
    Data usage?

I would also suggest turning off all background apps to make sure that it is not eating your data without your knowledge. Here's how:

Go to Settings >Privacy > Background apps >Let apps run in the background.

    Keep us updated.

  3. Background applications

    Hi Robert,

We understand that you don't want some apps to run on the background of your computer. What we suggest is to
control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

    • Open the Start menu or Start screen and select “Settings.”
    • Click or tap the “Privacy” icon in the Settings.
    • Scroll down to the bottom of the list and select “Background apps.”
    • You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.
Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
    the background.

Feel free to update us with the results.

  4. Turning off "updater" which runs on the background and consumes too much data

Photos App continues to run as a Background process, consuming a large amount of memory, when allowing it to run in the background is turned off.

I am having an issue on several Windows 10 PCs (both Version 1703 and 1709) where the Photos app keeps running as a background process, consuming a large amount of memory. In

    another thread
    it was suggested that I:

    • In Cortana, type Privacy Settings
      and press Enter.
    • Look for Background apps.
    • Look for Photos in the list.
    • Flip the switch to Off.
    • Restart your computer.

At first it seemed to work, but checking Task Manager several hours later, I see it's ignoring my setting not to allow Photos to run in the background. That's an even more troubling than the memory consumption.

    What now?

I posted this item in Feedback Hub: Privacy/Background Apps Settings are being ignored.
