Windows 10: Twitter creating new policy to address dehumanizing language

The Twitter Rules apply to everyone who uses Twitter. In the past, we’ve created our rules with a rigorous policy development process; it involves in-depth research and partnership with the members of our Trust and Safety Council and other experts to ensure these policies best serve every person on the service. Now, we’re trying something new by asking everyone for feedback on a policy before it’s part of the Twitter Rules.

For the last three months, we have been developing a new policy to address dehumanizing language on Twitter. Language that makes someone less than human can have repercussions off the service, including normalizing serious violence. Some of this content falls within our hateful conduct policy (which prohibits the promotion of violence against or direct attacks or threats against other people on the basis of race, ethnicity, national origin, sexual orientation, gender, gender identity, religious affiliation, age, disability, or serious disease), but there are still Tweets many people consider to be abusive, even when they do not break our rules. Better addressing this gap is part of our work to serve a healthy public conversation.

With this change, we want to expand our hateful conduct policy to include content that dehumanizes others based on their membership in an identifiable group, even when the material does not include a direct target. Many scholars have examined the relationship between dehumanization and violence. For example, Susan Benesch has described dehumanizing language as a hallmark of dangerous speech, because it can make violence seem acceptable, and Herbert Kelman has posited that dehumanization can reduce the strength of restraining forces against violence.

We want your feedback to ensure we consider global perspectives and how this policy may impact different communities and cultures. For languages not represented here, our policy team is working closely with local non-governmental organizations and policy makers to ensure their perspectives are captured.

Below you’ll find a quick survey, which will be available until Tuesday, October 9, at 6:00am PST. Once the feedback form has closed, we will continue with our regular process, which passes through a cross-functional working group, including members of our policy development, user research, engineering, and enforcement teams. We will share some of what we learn when we update the Twitter Rules later this year.

This is part of our singular effort to increase the health of the public conversation on our service and we hope this gives you a better understanding of how new rules are created. We want you to be part of this process, let us know what you think in the form below.

Twitter’s Dehumanization Policy

You may not dehumanize anyone based on membership in an identifiable group, as this speech can lead to offline harm.

Definitions:

Dehumanization: Language that treats others as less than human. Dehumanization can occur when others are denied of human qualities (animalistic dehumanization) or when others are denied of human nature (mechanistic dehumanization). Examples can include comparing groups to animals and viruses (animalistic), or reducing groups to their genitalia (mechanistic).

Identifiable group: Any group of people that can be distinguished by their shared characteristics such as their race, ethnicity, national origin, sexual orientation, gender, gender identity, religious affiliation, age, disability, serious disease, occupation, political beliefs, location, or social practices.

Updated Twitter app changed language. Unable to return to English

I used the previous version of the twitter app on windows 10 without problems. My preferred language was English and so was the interface. After updating to the new version of the app, the app now has an interface in Hebrew and displays from right to left. I've done all I could think of to change it back to English and left-to-right direction but nothing works.

The language selected in the app Settings is English.

The Windows 10 display language is English

I uninstalled and reinstalled several times, both through Apps and Features and PowerShell. The newly installed app immediately logs into my twitter account. Since I completely removed the app from the pc, where does the app take that login info from? Are there settings files hidden somewhere that control the way the app behaves and even override the in-app language settings?

I even searched the registry for my login info but didn't find anything meaningful.

I also tried changing locale in windows itself. It too didn't work.

Any suggestions will be greatly appreciated.

History of Our Privacy Policies

From the beginning, Twitter has been a global platform for people to make themselves heard and to see what’s happening. We are proud of our history of partnering with civil society and standing up to governments to protect and defend the people that use our services, and we continue to evolve our efforts around documenting our work.

We also recognize that to enjoy real freedom of expression, you also need and deserve meaningful privacy and security controls. It’s this very philosophy that has informed the process of updating and revising our Privacy Policy for everyone who uses Twitter around the world. We used this same philosophy in preparing our approach to the EU’s General Data Protection Regulation (GDPR), which comes into effect next month.

Upcoming Changes

Starting this month, we’ll be introducing some changes to make it easier to manage your personal information on Twitter. As a first step, we’ve updated our Privacy Policy to make it visually clear and easy to use. You’ll also see a download button at the top of the page that allows you to get a plain text version if you prefer. It’s optimized for both mobile and web.

We want our Privacy Policy to be easy to understand and follow. What you’ll see as you navigate through the policy is that we have broken it into seven main sections. This makes up the core of our approach.

Plain language.

We’ve expanded and revised content throughout the updated Privacy Policy to make sure that some of the more legalistic or technical language is as clear as possible. For example, we think it’s absolutely essential that you know exactly what we mean when we refer to location data or data from advertising partners.

Privacy settings.

Woven throughout are direct links to your core privacy and security settings, which are accessible at any time when you are logged into Twitter. Here you can see what data Twitter has relating to your account and you can decide whether you want to share it or not. Over time, as we learn how people use these controls, we’ll continue to work to improve them and Twitter as a whole.

A conversation.

We welcome your comments and questions about our data practices. Within the Privacy Policy, you’ll find an efficient way to contact Twitter directly about any privacy concerns you may have. When you contact Twitter, only the Data Protection Officer (me) and my team have access to your questions. We’ll also keep you posted on our latest updates from @Policy.

It’s important to note that the new Privacy Policy will take effect on May 25th and will apply globally. By using our services on or after that date, you’ll be agreeing to these updates and Twitter’s overall Terms of Service.

Next Steps

On May 25th, people who live in the EU who log into their Twitter account will see a prompt that will explain that we’ve updated our Terms of Service and Privacy Policy to reflect the EU’s General Data Protection Regulation. We’ll also show you a simple chart that categorizes the legal basis for the personal data we process. Specifically, you’ll be encouraged to review our updated policies in full. You’ll then be brought to your individual Settings and Privacy section, where we will ask you to review your key current settings. You can leave them all as they are, modify each, and learn more about any of the individual settings before making a change - the choice is entirely in your hands.

Remember, everyone around the world can use the controls we highlight to limit the information we collect about you or how we use it, and change the settings at any time. For now, we encourage everyone to educate and empower themselves by reading our forthcoming Privacy Policy in full and to make your voice heard.

Twitter integration into the 'What's New' section of the People hub.

The Twitter feed integration is still in its infancy, so there are some limitations to how it works. As of right now, there is no way through the "What's New" section to allow Twitter contacts to show, if those contacts are filtered out of your contact list.
It would be a nice feature suggestion on the
User Voice Site.

For now, you may have to use a Twitter App or the Twitter website to see all of your twitter contacts.
