UAC keeps asking "This App wants to make changes to this device"

This just started today. I keep getting this dialog box when I try opening an image file. I ran a program that gathered all images from a video file to a directory, and then went through each picture. Took a long time. When I was done, I double clicked an image file and started getting this dialog box.My question is this. Did that program cause this? The program is called "Free Video to JPG Converter". I've used this program a lot, and have never had this problem before. I trust the company that makes it. I've not made any changes in the UAC. Is there anything else I should be looking for??

    :)
