Windows 10: UHD 770 Not Coming out of Monitor Standby

Win11 with all updates, motherboard is an MSI Z790-A which has an Intel UHD 770. Dual 4k Dell Monitors hooked up 1 via HDMI and 1 via DP. Everything worked find with monitors going into and out of standby mode until a couple months ago. I've tried installing the latest Intel UHD 770 drivers from the website while check marking clean install. Ilve also tried using whatever Windows 11 has for its drivers, which is a version back in Jan 2024. Nothing has worked, monitors go into standby, but clicking/moving the mouse does not bring them back out of standby. If

Thank you for your advice. let me explain some points. i have used your advice in step 2 and gone to the safe mode and ddu the driver and reset again in safe mode and installed intel drivers in the safe mode without any error and even if i restart windows in normal mode there will be no error in event viewer or device manager under uhd 770 but also i cant see in the event viewer that the device started because its just got figured in the safe mode and did not started and that's the first thing we have to look into. but i have tested another way that also you kindely mentioned, in this way i boot in windows normally and go to the device manager and uninstall the uhd 770(also check the delete driver software box) and the device get uninstalled(also pc has to be connected to internet) then i wait for a minute or so and then scan for hardware change and suddenly the pc just install the driver instantly and the driver this time return no error and event viewer shows that it started. it was a long story about that. but i would like to know what is going on and can it be a hardware issue from motherboard or cpu? also if i update the driver version that the windows installed in the mentioned process, i get the error again.

so let me sum this up:

they are two solution that kind of work:

first is to install intel uhd drivers in safe mode but the driver just get install and do not get started.

second is to uninstall intel uhd 770 from device manager while the pc is connected to net and wait a few minutes and scan for hardware change that will instantly install drivers and the drivers get started too.

this error appear no matter what version of intel driver i install or if i install it with intel assistant program or from asus site. i even changed my windows from 11 to 10 but still gets this error. in the device manager and under display it shows uhd 770 works properly. but i kind of see some kind of lags in watching movies. is this error common? my build:
