Windows 10: UK install but won't change K/B input from US layout

I did a Win 10 upgrade on a Win 8.1 Pro PC using Windows update and find that although it's a UK region setting and installation the PC assumes it has a US keyboard layout. I checked everything. The Region is set as UK and the keyboard is set for both UK and US with UK as top of the list. If I try to delete the US keyboard, Windows puts it back. The EN language bar shows US. I donwloaded the UK language pack but it was ignored. Any ideas on how I can get back to a UK keyboard layout?

I cannot get the UK pound sign when I press the key I get # (shift+pound sign).

This issue might occur if the Keyboard layout is set to En(UK) in your account. In En (UK) keyboard layout the @ key and the " key gets interchanged.

Change the keyboard layout after login in to your account.

Follow the steps given in the section
Add a keyboard layout or input method for a language in the below link:

Change your language or keyboard

Note: Steps applies to Windows 10 as well.

Keyboard problems

For some reason your keyboard layout is defaulting to US keyboard layout

Windows update will for some unknown reason install the US keyboard periodically!

Open Control Panel

Go to Language

Click on Options on your current input layout

Under Input Method, how many languages are listed

If the US keyboard is listed, set UK as default and delete the US keyboard

Restart your System

 

You need to override the default language settings with those you'd prefer (click screenshot to enlarge):
