Windows 10: Unable to access the Windows Start Up Menu

I have a colleague and he is unable to access the Windows Start Up Menu. When he clicks on the icon, the pop up window doesn't appear. I have already restarted the Windows Explorer from Task Manager and done the command prompt "SFC / scannow" in CMD, updated the registry editor from the pathway Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WpnUserService and changed the value to 4 from 2 but it's made no difference.Could I get some other solutions to resolve this for my colleague?Thanks,Steve

Step 1: I suggest you to run SFC scan and check if it helps.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files. If a
Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected.

• Press Windows + R keys, to open
  Run command.
• Type cmd and hit Enter to open
  Command Prompt.
• Type the command "sfc /scannow" without the quotes
  and hit Enter.
• After the scan, restart the computer and check for the issue.

Step 2: Also, I suggest you to install all the pending updates on Windows 10.

• Connect to the internet.
• Press Windows key and type
  updates.
• Click on Check for updates.
• Under Windows Updates, click on
  Check for updates.
• Try to install the updates being shown.
