Windows 10: Unable to apply update kb4528760 - Status: 0x80070005

We a couple hundred identically images Windows 10 workstations. When applying KB4528760 the update fails on half of them with Status: 0x80070005.


Checking in Event Viewer -> System, the following is recorded


The Windows Modules Installer service terminated with the following error:

Access is denied.

Event ID: 7023


Also found the following in the Windows Update log not sure if related though it was with a number of failure messages:


9732 7340 Handler CBS called Terminate


This has only occurred with around 50% of the deployed systems. It also seems that other Windows Updates are failing as well. After trying a large number of suggestions on how to resolve - reset Windows Update, clear update cache, use subinacl to restore permissions, etc, I moved to using a utility to reset File and Folder permissions to default values tweaking.com which restored the ability to apply updates


Using AccessEnum I tried to compare a working system and a non-working one and a non-working one prior to and after the fix was run and there was just too much to parse through.


What should I be looking at at this point? I have been looking for a guide on each folder related to the installation of the .msu file but have not been able to locate anything other than suggestions to add 'everyone' permissions to all folders under c:\users\<user>\appdata
