Windows 10: Unable to assess camera or perform factory reset

I have a Surface Book 2. I am unable to access my camera or microphone. I have always had issues with the camera and went through the whole processes of reinstalling drivers, etc. unsuccessfully, but only recently needed the camera and microphone for work.


Under camera privacy settings, I get "some of these settings are hidden or managed by your organization". I deleted all 3rd party antivirus software, but the issue persisted. In case it was some stringent privacy setting I had put in place elsewhere, I decided to do a factory reset. However, every single time I try to perform a reset clean, quick, full reset or with selected documents I get a message that Windows was unable to perform the reset and that no changes have been made. Please assist.

• How are you trying to perform Factory Reset?
• Are you facing any issue on the computer, due to which you are performing Factory Reset?

To perform Factory Reset, you need a recovery partition or Recovery Disk from the computer manufacturer. You may contact the computer manufacturer and check the same with them.

Warning:
Be sure to back up all the data you want to keep, before you begin. Resetting using Factory Reset will delete all the data.

SURFACE PRO 3 RESET TO FACTORY DEFAULTS PROBLEM

The camera caused a system freeze every time it was activated so I thought why not restore.

• I attempted to reset my Surface Pro 3 to Factory defaults.
• The Surface Pro made it to 1% then crashed.
• Now it is in a reboot loop.

I have tried several times and now it gives an "Unable to reset your PC. A required drive partition is missing" error.

Do you have any suggestions on how to make it work again?
