Windows 10: Unable to change lockscreen to custom images in windows 11

i unfortunately had to reinstall windows a few days ago and its been extremely buggy for some reason it tends to do that when reinstallingAnyways, i've been trying to set a custom lockscreen image but it never sets it. when i go into settings and select the image to use, it just has a small cog wheel spinning endlessly. it never changes the lockscreen to a custom image. I as well tried in the photos app to set the lockscreen but it tells me "Try a different photo We can't set this one as the lock screen." no matter what image i use, it says the same thing. This is getting really annoying.. I

Unable to change Lockscreen image.

I'm unable to change my lock screen image. I've tried accessing the C:\ProgramData\Microsoft\Windows\SystemData folder and its contents and have had little success. Deleting the folder didn't help. Although I did notice that whatever image I set as a new
lockscreen would end up in this folder: C:\ProgramData\Microsoft\Windows\SystemData\S-1-5-21-2712732272-2729586969-2328367706-1001\ReadOnly\LockScreen_A

While the lockscreen I'm stuck with is in the C:\ProgramData\Microsoft\Windows\SystemData\S-1-5-21-2712732272-2729586969-2328367706-1001\ReadOnly\LockScreen_C folder.
