Windows 10: Unable to change PW of other users as an admin

I am the admin for my Windows 11 computerI have 2 other users both adminWhy am I not able to change the passowrds of other users ?I went to the accounts screen & when I go to the given user, it only gives options to either delete the other user account or change the other user's account type. It does not give me an option to chaneg PW for another user who forgot his security questions as well & is alsonot connected to a Microsoft via an outlook or hotmail account

Admin PW reset

When I follow the steps to change my admin PW after I click on change PW I get a message that says something went wrong try again. Any advice on why I am getting this error message?

 

admin pw/ pwr on pw

My HP15-f272wm laptop is not accepting my admin pw/pwr on pw. I try 3 times and it tells me invalid pw and disables my pc. The only option is to shutdown pwr up and try again, I cannot bios setup, recover or change boot order( esc, f2, f9, f11, f12 or
delete. please I just got this laptop and it's a beauty.

On this link, the details show renaming another account. I'm wanting to change the Admin account. It's a good thing I had another user setup on my computer, also as an Admin, because after changing the SID in step 8. And, unable to change the name in step
11. As "Rename" wasn't in the list. I restarted the computer, since the Admin user account name was changed I was unable to load windows. I had to log into my other account, which was setup as Admin and change the SID back to the 5 letters the user name was
titled.

My computer, Admin account, works again.

I wasn't wanting to just change another account user name, which this is possible to do. I wanted to change the main user, myself.
